Justin Barden

Owner / Operator

I’ve spent my entire career in heavy civil construction, in the field, with the crews, building the ground that communities grow on. I didn’t start behind a desk or step into ownership from the outside. I learned this work the way it’s meant to be learned: on site, solving real problems, dealing with real timelines, weather, terrain, and the expectations that come with doing the job right the first time.

 

I had the opportunity to learn from respected teams at both Taylor Northwest and Knife River. Those years taught me a lot, not just about excavation, grading, and utilities, but about leadership, sequencing, communication, and how important it is to treat people well. I saw the impact of projects built with intention, collaboration, and pride.  I also saw what happens when the work is rushed, overcomplicated, or disconnected from the field. Those lessons shaped the way I lead today.

 

Now, as an owner/operator of Rockline Civil, my focus is on delivering excavation, site development, and utility infrastructure that endures, the kind of work that outlasts trends, market cycles, and ownership transitions. Our projects support neighborhoods, commerce, industry, and public infrastructure. We build things most people never think about but rely on every single day, and we take that responsibility seriously.

 

My leadership approach is hands on, and relationship driven. I believe good projects come from clear expectations, direct communication, and shared accountability across the entire team, from the first conversation to the final grade. I want our partners to know exactly where things stand at every stage of the job. No guesswork. No runaround. No surprises.

 

Rockline is built on three core principles: Precision, Performance, and Endurance. Precision in how we plan and execute the work. Performance in how we show up and deliver under pressure. Endurance in the structures we build, the relationships we maintain, and the reputation we stand behind.
