Rockline Civil is a heavy civil construction firm built on discipline, clarity, and craftsmanship. We specialize in earthwork, utilities, site development, and septic systems, the kind of projects that form the literal and lasting foundation of every community.

From residential developments to complex infrastructure systems, our work exists below the surface yet supports everything above it. We understand that the strength of a community starts with the unseen details, the grading that keeps roads level, the drainage that prevents flooding, the underground networks that make modern life possible. That’s why we build with intention, accountability, and pride in every phase of the job.

At Rockline, the work we do is built to last, and the responsibility we carry is real. We approach every site with purpose and precision, knowing that what we build today supports the lives and livelihoods of tomorrow.

How We Work

We plan before we move ground.

Every project begins with thoughtful preparation, clear schedules,

and coordinated design.

We communicate directly and respectfully.

Trust and teamwork drive every job—from the office to the field.

We solve problems early.

Challenges are inevitable, but surprises don’t have to be.

We finish to a standard that stands.

We hold our work to a level that earns respect, not rework.

Our Pillars

At Rockline Civil, these pillars aren’t slogans, they’re standards. They shape how we think, plan, and build. In an industry where shortcuts can hide beneath the surface, our pillars keep us grounded in what matters most: the integrity of the work and the trust of the people who depend on it. Every project, every partnership, and every decision is filtered through these three words:
Precision. Performance. Endurance.
Because they define not only how we build, but who we are.

Precision

Every measurement matters. Every detail sets up the next. Precision is not just accuracy. It is respect for the craft. From the first stake to the final grade, we operate with deliberate discipline. Measure twice, execute once, and leave no guesswork behind. Precision creates safety, efficiency, and confidence. It is the reason our clients can build boldly on what we have done.

Performance

Commitment is followed by execution. We do what we say we will do. In civil construction, performance is more than production. It is reliability under pressure. We plan ahead, anticipate obstacles, and deliver results that meet or exceed expectations. When timelines tighten or site conditions change, we stay steady. Our word means something, and our follow through defines us. Every successful project strengthens a track record built on proof rather than promises.

Endurance

We build for the long term in work, partnerships, and reputation. Endurance means thinking beyond the job site. The roads, utilities, and infrastructure we construct are meant to serve generations, and so are the relationships we build along the way. We take the long view, knowing that durability in the field is matched by trust in the office and respect in the community. We are not here for the quick win. We are here for the lasting one.

Our Leadership Team

Every great build starts with solid ground, and the same is true for leadership. The Rockline Civil leadership team brings decades of experience across heavy civil construction, project management, and community development. We lead from the field up, combining technical expertise with practical decision-making to ensure every project is executed with precision, performance, and endurance. Our focus is simple: build strong teams, uphold high standards, and deliver work that lasts.

Jerry Wallace

Field Operations Manager

Jerry Wallace serves as Field Operations Manager for Rockline Civil, where he helps oversee day-to-day field operations, crew coordination, project execution, and jobsite performance. In his role, Jerry works closely with Rockline’s leadership team, field crews, trade partners, and project stakeholders to help ensure work is planned, communicated, and completed with clarity, safety, and accountability.

With more than 35 years of experience in civil development and construction, Jerry brings a deep, hands-on understanding of field operations, site development, excavation, grading, utility infrastructure, and the practical realities of getting work done in the field. His experience allows him to support Rockline’s projects with operational discipline, real-world problem solving, and a strong understanding of what crews need to perform safely, efficiently, and successfully.

Jerry’s role is focused on helping crews stay aligned, solving problems in real time, maintaining production expectations, and supporting the successful delivery of Rockline’s work.

Justin has spent his entire career in heavy civil construction, working in the field, alongside crews, and helping build the groundwork that communities grow on. His experience was not shaped from behind a desk or through outside ownership, but through years on site solving real problems, managing real timelines, navigating weather and terrain, and understanding the expectations that come with doing the job right the first time.

Before becoming an owner/operator of Rockline Civil, Justin had the opportunity to learn from respected teams at both Taylor Northwest and Knife River. Those years gave him a strong foundation in excavation, grading, utilities, project sequencing, communication, and field leadership. They also shaped his belief that successful projects are built through clear expectations, strong relationships, collaboration, and respect for the people doing the work.

As an owner/operator of Rockline Civil, Justin is focused on delivering excavation, site development, and utility infrastructure that endures. His work supports neighborhoods, commerce, industry, and public infrastructure, building the critical systems most people never think about but rely on every day. Justin takes that responsibility seriously and leads with a hands-on, relationship-driven approach.

Justin believes strong projects are the result of direct communication, shared accountability, and a clear understanding of where things stand at every stage of the job. From the first conversation to the final grade, his goal is to create alignment, eliminate guesswork, and deliver work that Rockline’s partners can trust.

Rockline Civil is built on three core principles: Precision, Performance, and Endurance. For Justin, those principles reflect the way the company plans, executes, communicates, and stands behind its work. Precision in how each project is approached. Performance in how the team shows up and delivers under pressure. Endurance in the infrastructure Rockline builds, the relationships it maintains, and the reputation it continues to earn.
